Two NSCN cadres arrested in Changlang

CHANGLANG, Feb 27: Security forces deployed at Changlang arrested two NSCN cadres from Jongrom Village area here yesterday.

They were arrested during joint operation carried out by 14 Assam Rifles and district police in general area of Jongrom village.

Two pistols and ammunitions were also seized from their possession. A regular criminal case has been registered against the cadres.

Police remand of the arrested NSCN cadres is being sought for interrogation.

Further, Changlang police has submitted three proposals to the Changlang District Magistrate for preventive detention of drug smugglers and extortionist of Bordumsa and Diyun area under Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014. The District Magistrate Changlang has already issued one order for preventive detention under Bordumsa Police station in this regard.  DIPRO

Two arrested from Inter-City Express

ITANAGAR, Feb 27: Two people were arrested for travelling with fake ID cards and without ILP on 25th February from Naharlagun-Guwahati Inter-City Express.

One has been identified as Amarendra Jena of village-Biranasi, Cuttack, Orissa and was handed over to Naharlagun Police Station along with his accomplice.

They were also found travelling without tickets by the team.

T.K.Kopak, District Tourism Officer, i/c Tourist ILP Facilitation Centre, Naharlagun Railway Station informed that incriminating documents were found from Jena.

He further said that the Railway authority should start strict vigil and not allow the people to travel without tickets.

 

SSA demands for enhancement of salary

ITANAGAR, Feb 27: Stating that the government has been violating the Employment Standard Act 2000(Equal Pay for Equal Work), the Central Executive Committee of All Arunachal Sarva Shiksha Abhiyan Teachers’ Association has demanded the Chief Secretary to enhance the salary. In a representation to Chief Secretary, the CEC AASSATA stated that skyrocketing price of food commodities has made life of contractual teachers hard. It also requested the authority to place the proposal in PAB for further approval.

 

Info Commission penalizes JDEE PIO

ITANAGAR, Feb 27: The Arunachal Pradesh State Information Commission has imposed penalty of Rs 25000- under section of 20(1) RTI Act 2005 on Monya Nyori, JDEE Public Information Officer for deliberately defying the order of the commission. The Commission further directed the Public Information Officer to deposit the amount in favour of Registrar APIC Itanagar. The information as sought by Toko Sera was denied.

 

NAAC Peer Team Visits Saint Claret College

ITANAGAR, Feb 27: The three-day NAAC Peer Team Visit from February 23-25 to Saint Claret College, Ziro, for assessment and accreditation concluded with the team’s exit meeting.

The Peer Team consisted of  Prof. Smritikumar Sarkar, Vice Chancellor of the University of Burdwan; Prof. Sunil Kanta Behera from Behrampur university, Orissa; and Dr. B. B. Singh from the UP State Higher Education Council.

The formalities of the inspection included presentations by the Principal and various HoDs on the College and departments respectively and department-wise interaction of the Peer Team with the faculty, students, as well as a good number of alumni and parents.

The Peer Team also had interactions with the members of the Governing Body of the College as well as the University representative Prof. Amitava Mitra; the representative of the Department of Higher and Technical Education, Dr. V. N. Sharma; and Yumlum Tana, DDSE and representative of the district administration.

On the second day, the Peer Team inspected various facilities on campus and checked the documentation practices of the College. The entire visit concluded with the formal Exit Meeting wherein Prof. Sarkar, the chairperson of the Peer Team handed over their confidential report to Dr. (Fr.) Paulson Veliyannoor, the Principal of the College.

The Chairperson lauded the College for its infrastructure, cleanliness, and its various achievements.

The results of the accreditation process are expected to be announced by NAAC within the next 90 days.

 

BJP expels one, suspends three members

ITANAGAR, Feb 27: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) in a release informed that it has issued suspension order and served show cause notice to three of its senior members and expelled one for contesting against the party candidate in the recently held bye-election to Liromoba Assembly constituency.

The suspension order and show cause notice to three members has been issued following a complaint lodged by the party candidate of the recently held by-election to Liromoba assembly constituency and the Mandal unit, Liromoba for their alleged anti-party activities in the by-election, the release said.

Earlier, the party reviewed the whole election process and discussed various the factors that led to the defeat of the party candidate in the by-election, the release added.

 

APCC urgesTuki Govt to honour more leaders

ITANAGAR, Feb 27: Arunachal Pradesh Congress Committee (APCC) lauding the Nabam Tuki led government for its decision to immortalize the contributions of departed leaders by naming landmarks after them. APCC President Padi Richo requested the Chief Minister to include the names of eleven late leaders’ including Padi Yubbey, Tadar Taniang, Todak Basar, Tingpong Wangham, Tadak Dolum and Kabang Borang among others.  

 

Awareness on AIDS held

ITANAGAR, Feb 27: The All Leel Youth Association of Sangram circle in Kurung Kumey district conducted an awareness campaign on AIDS at Government Middle School Leel on February 24th last. The programme was attended by Panchayat leaders, public leaders, teachers, students and medical officers. ADC issues direction on spelling

ITANAGAR, Feb 27: The Additional Deputy Commissioner,  Mechukha, West Siang District on February 24 last issued a direction to all concerned including Indian Army, Paramilitary Force, BRO, HoDs, public and private sectors to use the spelling Mechukha instead of Menchukha with immediate effect.   

The direction to this effect came after the All Libo Bokar Ramo Students’ Union (ALBRSU) submitted a representation to the ADC requesting him for rectification of spelling of Mechukha from Menchukha which was reportedly used rampantly in signboards, name plates by Indian Army, Paramilitary Force, BRO and others.

 

Free-coaching concludes

ITANAGAR, Feb 27: Free-coaching on General English which started from 23rd January at D.N.G.College, Itanagar, concluded on Feb 25. The coaching covered complete syllabus of General English for Civil Services Examinations (Mains) conducted by UPSC/APPSC.

The Free-coaching on General English was imparted by Dr. M. Q. Khan, Associate Professor of English.

A large number of aspirants who attended the coaching expressed happiness and said that the coaching was very fruitful and beneficial to them.

Earlier the free coaching on all components of General Studies and Elementary Mathematics was conducted from 5th November, 2014 to 2nd January 2015 in Library Hall of DNGCI.

 

Medical camp

ITANAGAR, Feb 27: Under the provision of DGAR Civic Action Project, a Medical Camp was conducted at Jongsum Village on 23 Feb by 14 Assam Rifles.  

A total of 147 patients reported for the camp. They were examined by the RMO and given medicines free of cost. Facilities for routine blood tests and dressing were also provided. The Medical camp was conducted at Jongsum because the villagers are unable to avail timely medical treatment due to remoteness and lack of such facilities at the village and also due to financial constrains.

 

Army conducts Medical Camp at Mechukha

MECHUKHA, Feb 27: The 16 Bihar under the aegis of Headquarter 5-Mountain Brigade organized a two-day Medical Camp under ‘OP SAMARITAN’ at Menchuka circle in West Siang from February 23 and 24 last.

The camp was organized by a team of 4 doctors and a total of 15 paramedics of both the Indian Army as well as the civil fraternity catering to a total of 320 patients

The camp catered to the families of local serving soldiers, veterans and their dependents. The initiative by the Army was highly beneficial for the locals as free medicines were distributed.

 

Sensitization-cum-Orientation training

AALO Feb 27: A three days Block Level Sensitization-cum-Orientation Training  programme was organized by Department of Personal and Training (DoPT) GoI for capacity building to the frontline government functionaries and PRI members  including SHGs, students, youth, farmers, senior citizen through Intensive Training Programme (ITP) at Liromoba/Yomcha Blocks. The programme was sponsored by Administrative Training Institute (ATI) Naharlagun with support from district administration.

Commissioner Yomcha said that Intensive Training Programme is one of the important Training Project of ATI, Naharlagun which seeks to refurbish, reorient and upgrade domain knowledge amongst all important stakeholders in all the four identified sectors for better programme delivery and sensitizing the concerned for institutionalization of mechanisms for sustained results. He called for community participation and cooperation.

Orientation Prog on SAGY held

PASIGHAT, Feb 27: District Level Orientation Programme on Sansad Gram Yojna (SAGY) for District Nodal Officers, charge officers, HoDs of line departments, ZPM, ASMs and GPM of Taki Lalung Gram Panchayat was held at DC’s conference hall on Feb 24. Taki Lalung village has been adopted by the Loksabha MP Ninong Ering.

The programme is sponsored by NIRD and PR Hyderabad and organized jointly by the Department of Rural Development and State Institute of Rural Development, Government of Arunachal Pradesh and in collaboration with East Siang Administration.

Speaking on the occasion, East Siang DC Nidhi Srivastava said that SAGY will keep the soul of rural India alive to shape their destiny. It envisages integrated development of the village across multiple areas such as agriculture, health, education, sanitation, environment and livestock. She appealed all to take up their responsibilities to make SAGY a success so that other villages learn from it. She instructed all the line departments to appoint a nodal officer each to maintain continuity.

Tado Ado, Joint Director (SIRD) and Deputy Director Dr. VK Sharma as resource person and trainer informed that as per blue print of SAGY, each MP has to make one village of his her constituency a Model village by 2016 and two more villages by 2019. The central government also wants that the MLAs to follow the same.

Green Initiative of Miao Diocese

ITANAGAR, Feb 27: The Diocese of Miao has been making news for its Green Initiatives under the guidance of Bishop George Pallipparambil SDB. One more of such green movement has been initiated in the Diocese of Miao by the people in small village called Neotan in Changlang District on 22nd February.

Inaugurating the event at the Church premises, Fr. Tony, the Priest in charge said, “It is our humble beginning to spread awareness on the promotion of afforestation in the context of so much deforestation that is going on everywhere.” The villagers aim at planting 200 trees in and around the village. Distributing the plants on the occasion, Tonem Mossang, the wife of Minister Kamlung Mossang, Govt. of Arunachal Pradesh said, “I know we cannot see the result of our action today. But our younger generation will have fresh air to breath.”

It is worth mentioning here that Neotan is the only 100 percent literate village in Arunachal Pradesh.

 

DA reviews law and order

ITANAGAR, Feb 27: A meeting of all Administrative Officers/ Executive Magistrates of Capital Complex was held in the office chamber of Deputy Commissioner, Itanagar Capital Complex on 25th February to review the law and order situation within the Capital Complex.   

The meeting chaired by Mige Kamki, Deputy Commissioner, Capital Complex decided to intensify ILP checking and strengthen checking on traffic rules violation and enforce traffic rules and other prohibitory orders with the Capital Complex.

The meeting further decided to remove plastic carry bags and tobacco articles from the markets within a period of one month.

 

DC put forward Govt rates

Seppa, Feb 27: In a meeting of Regional Transport Authority (RTA) which was held for fixation of revised rates of passenger fare, hire charges and contract permit of all kinds of public transport vehicles within the district in Seppa on Feb 22 last, DC Cum Chairman RTA Sandeep Kumar Singh put forward the approved rates of the Govt. notification. He asked for submission of proposal of rates from the representative of various motor transport unions.

EAC (MV) Ainstien Koyu expressed concern over fixation of rates by some of the union themselves and directed them to comply with the rates fixed by the RTA.

Among others, it was decided that fixation of fares of all kinds of vehicles will be done as per approved existing rates, regular checking of fitness and arrangement of seats in each school van, revised rates for domain plying permit will be carried out. DIPRO

Naharlagun gets airhostess training institute

ITANAGAR, Feb 27: Chief Minister Nabam Tuki inaugurated the Frankfinn Institute of Airhostess Training with state-of-the-art facilities on the top floor of Takar Complex at Naharlagun on Wednesday.

Appreciating the endeavour of Frankfinn, he said it would create employment opportunities for talented youth of the state.

CM assured all possible financial support to Frankfinn. He said that he had initiated the job mela at Itanagar in August 2013 and setting up of Employment Generation Council and Skill Development Council with a target to create one lakh jobs by 2017. However, 40,000 have been trained by vocational training providers so far and many of them have set up their own enterprises while many were employed in various parts of India.

The institute would provide best opportunities to join aviation and hospitality industry, said state’s industries and skill development secretary KJR Burman.

The institute is set up by Tribal Areas Development Society to meet the growing aspirations of the local youth, its secretary Anup Suman said.

 

Self Help Groups Mela at Diyun

ITANAGAR, Feb 27: Seva Kendra Arunachal East, the Social Service wing of the Diocese of Miao organized a two-day Self Help Group Mela in Diyun, Changlang District recentl.

Inaugurating the event, EAC, D. Gadi of Diyun Circle, lauded the initiatives taken by the Seva Kendra in this region especially in Diyun circle.

Bishop George Pallipparambil, the Founder and chief functionary of Seva Kendra, speaking on the occasion said, “Self Help Groups helps people self-sufficient and creates an opportunity for team work. I am sure with the intervention of Seva Kendra we will be able to make a difference to the life of many a people in this region.”

Fr. Franc from Netherland along with Fr. Sebastian were also there for the Mela to encourage the Self Help Groups.

There were a total of 25 Self Help Groups that put up stalls of traditional dresses, wood-carving items, artificial flowers, and handicraft items.

 

ATI conducts village level cluster basis intensive training programme

AALO, Feb. 27: The Intensive Village Level Training Programme on cluster basis for capacity building of frontline Govt. functionaries including PRI members NGOs, SHGs, villagers elders for Aalo East was organised at Bene Village Community hall yesterday.

Model Anganwadi centre

ITANAGAR, Feb 27: District administration and department of Women and Child Development, East Kameng conducted training programme for model Anganwadi centre.

Ibom Koyu, CDPO Seppa thanked all the field functionaries for tirelessly working to make the model Anganwadi centre project successful. All supervisors and gram sevikas under model Anganwadi gave detailed report on their achievements and improvements.

Rising to the occasion, Seppa based “Sonam Self Help Group” donated 20 cartoons of biscuits for model Anganwadi centres.

Speaking on the occasion Pooja Jain, ADC Seppa encouraged and appreciated the supervisors and gram sevikas of Seppa ICDS Project for working dedicatedly, and asked them to actively participate in such training programme which would be very helpful in their field work. She also asked for inclusion and participation of all public leaders and Panchayat members under the model Anganwadi centre.

Conducting the workshop Lenzing Tagi CDPO, i/c DD ICDS demonstrated various kindergartens and explained in detail such activities would help children in developing gross/motor coordination, fine motor developments, enhance reasoning and problem solving capabilities. He also trained the participants for making various cost effective ways of building education kids and toys.

ITANAGAR, Feb 27: The Ali-Aye Ligang festival of Mising community was celebrated at Naharlagun on February 25 last with tradi¬tional fervour and fanfare by the Misings residing at Naharlagun.

The festival flag was unfurled by Councillor Gungte Togung and Senior Journalist & President, Donyi Polo Faith & Cultural Society of Arunachal Pradesh Bengia Augung, which was followed by rituals and chanting at the altar of Ali-Aye Ligang  for bumper harvest.,

Togung and Augung advised the Misings, who are descendents of Abotani to keep their traditional cultural alive.

 

Environment Awareness Campaign

ITANAGAR, Feb 27: Arunachal Pali Vidyapith has organised a series of events under the aegis of State Compensatory Afforestation Fund Management and Planning Authority (CAMPA), under Department of Environment and Forest, Government of Arunachal Pradesh.

On 24th February, 2015 a meeting was organised to create awareness on the environmental issues and social responsibility for creating a healthy environment. The meeting was attended by 300 students, teaching and non-teaching staffs which was attended by Oling Lego, Extra Assistant Commissioner, Chongkham and Keto Basar, RFO, Chongkham.

On the same day, dust-bins were distributed by EAC Oling Lego in presence of RFO Keto Basar, Secretary, APVS, Chow Thanin Mansai to Principal, Arunachal Pali Vidyapith Residential School, Chongkham. Later, dust-bins were also distributed in public places, schools, other public and private institutions, Bazar Committees.

 

Social worker Tapi Elyu no more

ZIRO, Feb 27: One of the most prominent and dedicated social workers of Ziro Valley Tapi Elyu passed away on Feb 24 at a hospital in Guwahati after a brief illness.

Late Elyu was holding the post of chairman Biodiversity Management Committee (BMC) Hong Niitii and under his chairmanship many innovative and appreciable activities have been taken up towards preservation of biodiversity. Some years back under his guidance, the Siikhe-bo River in which religiously important fish called Ngilyang Ngi (Sachiatrox Fish) is found, was declared as the community conservation area. Now the Siikhe-bo River is being looked after by BMC, Hong.

He also worked seriously in identifying and preserving and the medicinal plants found in Ziro Valley.

He was also serving as Head Assistant under Electrical SE Circle, Ziro and is survived by his wife and seven children.

 

East Kameng prepared for free & fair CBSE exam

Seppa, Feb 27: The department of education under the direction of general administration is fully prepared to conduct free and fair CBSE exam which is starting from 2nd March 2015 at five exam centres in the district.

All the five centres were declared sensitive. They are GHSS, Seppa, GHSS, Bazaar line Seppa, JNV Seppa ,GHSS Chayangtajo and GHSS, Seijosa.

In a meeting under the chairmanship of DC Sandeep Kr. Singh, appropriate steps to be taken were discussed including sufficient deployment of police during the examination day.

DC Sandeep Kr. Singh appealed the public, NGOs and students’ organizations of the district to extend necessary co-operation with the district administration enabling peaceful and smooth conduct of the ensuing CBSE Exam in the entire district. DIPRO

ROING, Feb 27: The second phase training for polling personnel for Panchayat by-election for four ZPM seats was conducted here at Anchal Samithi hall. 57 polling personnel attended the training programme.

Prog on farmer’s right act

ITANAGAR, Feb 27: District level Training cum awareness programme was organized successfully by Krishi Vigyan Kendra (KVK) Upper Subansiri on “Protection of plant variety and farmers’ right act 2001” on Feb 26 at Rijo conference hall Daporijo. 128 farmers from 29 villages participated in the programme actively along with Deputy Commissioner Komkar Dulom who said that Agri-Horti sector is the only consistent means of economic development in the district and he want to convert Upper Subansiri district into spice district.

In technical session Nyape Bam SMS (Soil Sc.) highlighted about the importance and benefits of the act to the farmers. Resource person Letngam Touthang made a presentation on Farmers rights, DUS testing, importance of variety registration, needs of conserving traditional varieties. After technical session, there was a discussion session in which many farmers and farm women participated actively and shared their knowledge and experiences.

Awareness programme on spice farming and marketing held

ITANAGAR, Feb 27: An awareness programme on spices farming and market linkage for spices for the farmers was organized by Young Pioneers Welfare Association (YPWA) in Collaboration with Spices Board India, Govt. of India at Wagun village under Piyong Circle of Namsai Sub-Division yesterday.

Senior Field Officer Vijeeshna. V, of Spices Board India and two of her subordinates conducted the technical session and detailed the farmers about spices cultivation and organic farming.

Besides the Circle Officer (CO) of Piyong, Gaon Buras, SHG and Farmers Club of several blocks such as Wagun – I, II, and IV took part in the awareness programme.

 

Hazardous goods training for drivers

DOIMUKH, Feb 27: The first ever training programme in Arunachal Pradesh for POL Oil Tanker drivers on hazardous goods was successfully conducted by Techi Tukap, District Transport Officer, Papum Pare district in coordination with Indian Oil Corporation Limited Doimukh Depot and Arunachal Motor Driving School, Nirjuli. Such refresher trainings are to be undergone by drivers mandatorily on annually basis and are to be endorsed by DTO to drive LPG/Hazardous Goods Carrying vehicles under the MV Act 1988.

Mudang Tacho, Sr. Depot Manager IOCL Doimukh, said that in the absence of such refresher trainings in Arunachal Pradesh, hazardous goods carrying drivers’ training were earlier endorsed to neighbouring states,  thereby losing a source of revenue.

Rape accused still at large, parents resents meek response

ITANAGAR, Feb 27: The Seppa Police is yet to arrest one of the accused in abduction and rape of two minor girls on Wednesday.

Yangno Liyak is still at large while his accomplice Achung Bagang was handed over to the Police by the relatives. Bagang was caught from Main Bazar Seppa after the teenage girls identified him. The enraged citizens burnt down the car used in the crime near DC office.

According to early investigations, the rape, which has shocked the state, occurred when victims were returning home after seeing off one of their relatives at Sumo counter around 3.30 in the morning.  

Police source also informed the accused in their 40’s intercepted the victims when they were on the way and forcibly dragged them into Santro car (AR-05-1221) and took them to an isolated place of Tungma-Watte road near Hari Bridge, one kilometer off Seppa town. The victims were allegedly raped at gun point, source added. The alleged accused tried to kill the young girls after carrying out the heinous crime, said a source. The victims are students of class V and VI of Govt School at the town.

When contacted, the parents of the survivors expressed their displeasure at the Arunachal Pradesh State Commission for Women (APSCW) and civil society for keeping mum over the shocking incident.

Orgs demands prompt investigation

The Arunachal Pradesh State Commission for Women (APSCW) today vehemently condemned the alleged rape of two minor girls at Seppa in East Kameng district. Such inhuman, barbaric and shameful acts of the accused reflect the security concern of the women in the society. The APSCW Chairperson Mitali Tingkhatra requested the East Kameng District authorities to expedite the investigation process.

All Arunachal Pradesh Students’ Union (AAPSU) today condemned the recent Seppa rape incident as barbaric and inhuman act. “There is no place for such people (accused) in the society,” AAPSU said.

The union appealed to the general public to extend cooperation to administration for immediate arrest of the absconding accused. AAPSU urged the authorities to arrest the remaining culprit to give justice to the minor girl students. All the involved accused should be booked immediately and there should have a fast track trial for immediate punishment to the accused, it said. Criticizing the poor law and order situation of the district and the state as a whole and expressing concern over the growing criminal activities including crime against women, AAPSU called for strict monitoring of law and order. State government should review the law and order maintenance from time to time and ensure a sense of security to the people at any cost, said Likha Takar, Vice-President (Admn), AAPSU.

The All Nyishi Youth Association (ANYA) has vehemently condemned the reported abduction and rape of two minor girls at gunpoint on Wednesday morning.

While terming the incident as most inhuman and heinous crime, ANYA president Biri Kakum, in a press statement, said that such unprecedented crime has raised question over the district administration and Govt’s ability to handle law and order problem. Lashing out its anger at the incident, ANYA stated that the crime is not just a blot on the face of the administration but exposes the functioning of Govt machinery in the state.

Meanwhile, demanding the concerned authorities to expedite the investigation to award exemplary punishment to the culprits, the Association further appealed the Govt to help out the victims through all out means within a week time failing which it threatened to launch democratic movement.

 

 

Hunli-Desali road construction cut short

Roing, Feb 27: The halt in progress of the construction of Hunli-Desali road, under the BRTF, has drawn the attention of the local representatives of the area. The work on the said project had, reportedly, started on Jan 23, 2013 under the OC 62 RCC of the BRTF. However, till date, earth-cutting of only a stretch of 3.8kms out of a total of 23kms (approx) has been completed.

ZPM Hunli-Desali Mama Miso informed that work on the Hunli-Desali road has totally been stopped since the last 25 days. "We have inside information that the fuel and machinery sanctioned for the Hunli-Desali road project is being diverted and used in other projects of the BRTF because of which work on the road is not progressing at all", Miso said.

Located 90 kms from Roing township, the people of Hunli-Desali block have to face a lot of hardship because of no road connectivity. Villagers of Desali have to walk the distance of approximately 23 kms to reach Hunli for their daily needs, and during the summer months it remains totally disconnected from the rest of the district. A road connecting the areas from Hunli to Mittalian in Lohit district was sanctioned back in 2013 but has not shown any progress till date. "With the Central Government stressing over the development of border area, this area, being a sensitive border area, calls for immediately and urgent attention from the government", said Miso.

Another project of the BRTF that calls for attention is the bridge over the Eze river. This bridge has been under construction since 2004 but only a single half constructed pillar of the bridge can be seen even after 11 years of its start. The Eze river remains dormant during the winter, and an iron bridge constructed by the BRTF is used for moving across. However, during the summers, the water level of the Eze river rises alarmingly, cutting off communication totally between the Lower Dibang valley and the Dibang Valley districts. Since this river is the one and only connectivity between these two districts, and the sole connectivity between Dibang Valley district and the rest of the state, completion of this bridge over Eze river is the need of the moment.

ZPC Sipi Elapra said, "We, the Panchayat leaders of the district, had submitted a memorandum to His Excellency Governor of Arunachal Pradesh, during his visit here in November last, regarding these problems of the district and the grievances faced by the people because of the same. But with no movement whatsoever in the work front, we hope and pray that the Government takes immediate necessary action against these problems".

Tuki calls for missionary approach to preserve culture  

ITANAGAR, Feb 27: Nyokum Yullo, the annual agriculture based festival of Nyishis was celebrated with much fanfare and  traditional gaiety across Arunachal Pradesh yesterday.

Attending the festival as chief guest at Nyokum Lapang ground, Itanagar, Chief Minister Nabam Tuki underscored the urgency and need for a missionary approach to promote and preserve our rich cultural heritage which is gradually fading due to adverse modernisation.

Tuki was very specific in saying that change is requisite for progress of a society but one should also ensure that one’s tradition and customs are not put at stake.

He made special reference for keeping the customary rituals of festivals alive with providing incentives to the festival priests and assured to evolve a mechanism to do so.

“When you respect others culture and tradition, you receive the similar gesture from them” Tuki assertively said while giving a clarion call to one and sundry that the state would not tolerate if it is distributed in the name of tribe, colour, caste, tradition and custom.

Crediting the conferment of the Krishi Karman Award to Arunachal Pradesh for three successive years to the people of the state, Chief Minister congratulated all for their effort. “Our festivals are all agriculture related and therefore we are growing more food grains and getting consecutive awards”, CM emphatically said and believed that the tempo would move on and the state would receive much more accolades for its developmental initiatives.

Expressing concern at the loss of lush green forest by the traditional jhum practices, he advocated switching over to wet cultivation to save the forest. He also urged to save Mithun whose dwindling population has been facing a threat.

Speaking as guest of honour, Pasighat MLA KalingMoyong, stressed for channelizing youth power for state and nation building. The inclination of todays’ youngsters towards social evils is alarming, Moyong said and requested elders and elites to guide them. He also called for eco-friendly approach to make the state, nation and the world green.

Among others, former Minister Tater Kipa and Chairman Medicinal Plant Board and Advocate General of Arunachal Pradesh Ranji Thomas also spoke on the occasion.

Young and old in their best traditional attires presented colourful cultural programme to mark the occasion.

At Seppa, the Nyokum Yullo was celebrated with mega folk dance at Nyokum Lapang  yesterday. Attending the festival, UD and Tourism Minister Pema Khandu said the distinct tradition and culture carried down by many tribes and sub-tribes in Arunachal Pradesh from time immemorial are their real identity. He urged the people to pay attention to the education of their children. The parents need to equally shoulder the responsibility of educating the children without simply depending on teacher, he added.

Talking about tourism sector, he said Govt. alone can’t make it a success by creating infrastructures without the support and co-operation of the local people. He informed that the proposal have been submitted to the central Govt. for Itanagar to Seppa circuit mega tourist destination. Pema also asked the people to avail benefits under Chief Minister Health insurance scheme and suggested them to take up bamboo plantation in a big way for sustainable development

MLA Cum chairman BRDA Zingnu Namchoom had all praise for scenic beauty of East Kameng saying that it will be a tourism hub in future. He also said that the district is richest in land availability suited for agriculture and horticulture for which he appealed the people to put up serious efforts in this direction rather than contract works.

RWD Minister Kumar Wai said ‘Nyokum’ is the sole festival of Nyishi tribe for which the people need to come out and celebrates in a big way. Parliamentary Secretary Tax & Excise Tapuk Taku & chairman, celebration committee Radak Dada also spoke on the occasion. Among others, Parliamentary Secretary Mama Natung, DC Sandeep Kumar Singh, SP Apang Tamut, ADC Pooja Jain and ZPC Meyuk Cheda also attended the festival.

At Pasighat, Nyokum Yullo was celebrated at Solung ground with religious fervour.

Addressing the festival revellers on the occasion, retired IAS officer Oshong Ering called upon the Nyishi brethrens to preserve their culture and promote own traditional values.

Earlier, prolific writer Kaling Borang highlighted the importance of the festival celebration. He said the festival is celebrated to appease the deities of Nyokum Yullo for bumper harvest as well as for peace and prosperity of all. He urged upon the upcoming generation to know their festivals and cultures for preservation and promotion. “They need to come forward and make unified effort in all front for better social environment,” Borang said. He expressed hope that the occasion will usher in peace and prosperity in the society.

Pre-Nyokum celebrated at Tarasso

The pre-Nyokum was celebrated in trouble-torn Taraso circle after a gap of seven years in grand manner at Taraso circle headquarters on February 24.

Speaking on the occasion, Home Minister Tanga Byaling reiterated his commitment for establishment of one permanent IRBn Hq at Tarasso.

In his address, Assembly Speaker Nabam Rebia reassured for creation of all-weather road connectivity to Tarasso Circle in a time-bound manner.

IGNOU Academy of Music launched

ITANAGAR, Feb 27: Chief Minister Nabam Tuki today launched the IGNOU Academy of Music with its study center at Bunny’s Fantasy World School, Itanagar in an impressive function at Siddharta Hall here this evening. The launch programme was marked with musical performances by the faculty members, students from Donyi Polo Mission School of Visually Impaired and others.

In a brief speech, Tuki lauded the efforts put in by IGNOU Itanagar Regional Center, especially under the leadership of its Regional Director Dr Joseph Kuba, for opening the music academy, a first in the state.

“Our state has a very small population but immense talent if tapped and trained professionally,” he said.

Tuki viewed that the music academy, which is in collaboration with Trinity College, London, would open up the horizons for gifted and talented youths, who will chose music as their profession.

He said that the government welcomes such endeavours that will in the long run ease the burden of providing employment to the youths.  “Today music is one of the largest industries in the world. Despite lack of training facilities and infrastructure, several local youths have carved a niche for themselves in the field. I believe, opening of the Music Academy will give a boost in pursuance of excellence in the field of both Indian classical and western music,” he observed.

Tuki, while assuring support from the government in establishment and growth of the Music Academy, advised the authorities and the faculty to promote local indigenous music of the state, which is as varied and diverse as the 26 major tribes and more than 100 sub-tribes.

The Music Academy, scheduled to begin its first session from March 2nd week this year, would be offering certificate courses in Hindustani classical music by IGNOU and three graded courses - one each in Piano, Guitar and Violin – by Trinity College, London. Also present in the function was Legislator Olom Panyang.

 

 

Losar celebrated with a difference at Shergaon

BOMDILA, Feb 27: The Shertukpens of West Kameng district celebrated the Losar (New Year as per the Buddhist calendar) at Shergaon with a difference. The year’s Losar was dedicated to the ancestors who had unfailingly and unwaveringly held on to their age-old indigenous culture and tradition and passed it on to the new generations.

The celebration was marked by colourful cultural events participated by the various cultural troupes and youth organizations of the neighboring villages. Azu Lampu, Bardo Cham, Yak dance, local food stalls etc were the main attractions of the three day-long celebrations.

Participation of the eastern zonal cultural centre, Kolkata with artists from Sikkim, Tripura and West Bengal added color to the Losar celebration.

Women empowerment is a serious challenge: Governor tells APSCW

ITANAGAR, Feb 27: Women empowerment is a serious challenge and Arunachal Pradesh State Commission for Women (APSCW) has the institutional power to empower them, said the Governor Sharma. Governor Nirbhay Sharma said this when the APSCW members led by its Chairperson Mitali Tingkhatra called on the Governor and the First Lady at Raj Bhawan, Itanagar on 25th February.

He advised the APSCW to become an anchor bringing all women welfare organisations of the State together and strive towards its goal. Create a common forum and reach out to the districts, particularly rural areas. Enhance your endeavour through radio and deliver lectures on gender challenges in colleges and schools, he said.

Advising the new members of the State Commission for Women, the Governor said that they must take their duty as social service. The Governor also advised them to avail assistance from state departments, particularly Health, Social Welfare and Information and Public, District Administration and Non-Governmental organisation. He also suggested for involving women achievers of the State in their campaign.

Earlier, the members shared their challenges, achievements of the Commission and future activities with First couple of the State. They informed that domestic violence, polygamy, child marriage and unemployment are the main challenges.

 

 

State BJP takes part in national meeting

ITANAGAR, Feb 27: State BJP president Tai Tagak accompanied by Secretary (Org) Ramesh Kadaganchi and state vice president Techi Necha attended the national meeting of state presidents, state general secretary (Org) and state mega membership drive campaign in-charge at New Delhi on Wednesday.

Inaugurating the meeting, party’s national president Amit Shah called upon the party leaders to assign elected representatives, including MPs, MLAs, Councilors and Panchayat leaders in the membership drive by giving them certain target. He also called upon the all state party presidents and in-charges of membership drive to put extra effort to reach out to masses, including colleges and universities and other public institutions.

The national president lauded the hard work and the progress made so far by the Arunachal Pradesh in the ongoing mega membership drive despite hardships.

Addressing the meeting, Tagak outlined the tentative schedules of ‘Vishesh Abhiyan’ (special campaign) programme exclusively for the Yuva Morcha, Mahila Morcha in two phases with the first phase starting March 9-11 and second phase from March 16-18 this year across the country.

The main objective of the meeting was to review the ongoing mega membership drive across the country, strengthen party organization and build true cadre based party and review current political scenario in states.

Meanwhile, Tagak called on the National General Secretary (I/C NE States) Ram Madhav in New Delhi. He is expected to visit Arunachal Pradesh during the third week of March.

 

 

Governor calls for concerted effort to check drugs and alcohol menace

Consumers made aware of their rights and responsibilities

ITANAGAR, Feb 27: The public were made aware of consumer rights and their responsibilities as enshrined in the Consumers Protection Act in an awareness programme conducted by Department of Legal Metrology & Consumer Affairs in collaboration of All Arunachal Pradesh Consumer Association Upper Subansiri District unit, Daporijo at Muri-Mugli under Puchigeko Circle (A.P) this week.

Addressing the gathering, Upper Subansiri Deputy Commissioner Komkar Dulom dwelt in length about consumers’ rights and responsibilities. He also spoke in brief about the importance of conservation of wildlife, protection flora and fauna to maintain the eco system. He also cautioned against illegal hunting of wild animals.

All Arunachal Pradesh Consumer Association’s Upper Subansiri District Unit vice president Adap Maling stressed on seeking cash memos, money receipt etc. while purchasing any consumers’ items, like during filling fuel, purchasing cooking gas (LPG) etc. He also made the public aware about adulteration of foods/ fuel etc. and its effects.

Bingia Dongro, Inspector, Legal Metrology & Consumer Affairs also spoke about consumer rights and responsibilities and also demonstrated about the proper uses of the weighing scale as per the established specification and standardization.

Minte Siga, Asst. Controller LM, spoke about various consumer product specifications as per ISI/BIS and protection from various counterfeit products.

Kiling-Lidung a historical rock

Kiling-Lidung a natural rock and a historical monument is located high above a hill near Karko village, on the right bank of the Siang river in Upper Siang district. This rock is famous among the different groups of Adis, few clans of Galos and Mishings. The oral historians of the Adis have named it 'Kiling-Lidung, a big rock where all Adis migrated to this place, once settled here and started migrating again from this place to different directions.

On every occasion of tribal conference, convention, public gathering etc. the person addressing the kebang use or narrate Kiling-Lidung. Further it is used in deliberations of speeches and poetical verse recalling and expressing that all Adis once settled here and later departed from this place and started migrating towards different locations and directions. In other words, it is said in Adi language- 'KÍ:LÍNG-LÍ:DUNG MÉ TUDUNG GEYELA KANGGEY LÍ:TA MÉ TUGE GEYELA' DONGKUNG- SIBYONGEM BYOTO', meaning after throwing 'Kiling-Lidung' upwards and kicking 'Kangge lita' the smaller stone downwards the Adis had migrated towards the plains and shifted to respective different locations to the present settlements.

Deputy Commissioner Upper Siang District, Remo Kamki visited the historic place ‘Kiling-Lidung' - the memorial rock monument on 23rd February and recalled stories told to him by his forefather handed down from generation to generation. DC Kamki informed that from amongst the different clans of Galo community, Kamki clan once settled at this location along with 'SARO' and 'SARING' clans and later on the three clans departed from this historic place as per oral history. In Galo it is said “KIILÍ LIDU EM HOBO LIDUBE TUPU NENDAKKU, ROI LÍ:TAK EM YEKPO LITAK BE TUYAK NENDAKKU”. The Kamki forefathers moved from this historic place passing through Loyor-Dite and after crossing Siyom (Yomgo) river and settled at Kamki-Kamba area. After visiting the historical natural rock monument, DC Kamki suggested for protection and preservation of the historic stone by the people living nearby for the greater interest of the people of those whose forefathers, ancestors once settled here and departed from here. Kamki also opined for turning the place into a tourist spot and to be included in the tourist circuit map of the state.

All the descendants of the forefathers who migrated on from this memorial rock should pay homage for peace of the souls of all ancestors. DC Remo Kamki appealed the Karko village welfare society, PRI members and local administrative officer to initiate steps for beautification, protection and preservation of the stone. “Look East” may be game changer with people’s participation: Sangma

ITANAGAR, Feb 27: Meghalaya Chief Minister Dr. Mukul Sangma yesterday called upon the people of the North East India and South East Asia to look for common business interest.  Sangma was addressing the  three days business conclave titled “NE India – SE Asia Education & Skill Development Conclave: “Empowerment for Inclusive Growth”  being held at Shillong from February 26 to 28.

In his inaugural address, Sangma said, “If we are looking at potential partnership across the countries of South East Asia, our level of competition should be at global scale and not at local scale, therefore we want to create multi-level skilled workforce that can enable us to create conducive environment to attract investment for furthering our business ventures.”  He said that the whole concept of ‘Look East’ can ultimately be a game-changer only if our own people are willing to participate.

Speaking on the theme “Empowerment for Inclusive Growth” on Day 2 (February 27)  of the  conclave, Dr. Jitendra K. Das, Director, FORE School of Management highlighted upon the higher education in management and technology need to focus on developing the best skills among future managers to emerge successful leaders. He  said “Looking at the current scenario, India with the largest education market in the world has a distinct social preference for private education driven by the luring global opportunities in the job market.”

Delegates from South East Asian countries like Vietnam, Cambodia, Lao PDR, Myanmar, Nepal, Bangladesh, Singapore and Indonesia are participating in the business summit organized jointly by North Eastern Council, Union Ministry of DoNER, Department of Commerce & Industries, Meghalaya and the Indian Chamber of Commerce in association with the FORE School of Management.

 

 

Empowering farm women

ITANAGAR, Feb 27: Krishi Vigyan Kendra, Papum Pare conducted two days training programme on empowering farm women through value addition of winter crops from Feb 23 at KVK training hall, Karsingsa.

The training programme was organised by Krishi Vigyan Kendra, Papum Pare and was practical oriented to impart the value addition technologies of different perishable food crops to the farm women.

Dr. Taba Heli, Programme Coordinator, KVK, Papum Pare, inaugurated the training programme on first day of the programme.

He urged, the trainees to extract the maximum benefits of value addition technologies and to carry forward those technologies in their farm activities, so that, it creates positive impact for the farming community of our state.

Altogether, 30 representatives from Sai Self Help Group from Dobum, Ganga Yiju Hapa Self Help Group from Ganga, Kuj Sibam Tuj Self Help Group from Karsingsa Potu & AASA (NGO) attended the training programme.

The training programme was organised and monitored by Nane Taga, Subject Matter Specialist, Home Science, KVK, Papum Pare, Karsingsa.

She explained about the need and importance of value addition of perishable food crops in our state. She explained that, food security is much more than accessibility to food as it also involves availability and affordability of nutritious food. To this end, storage and preservation come into play because most of the food produced by the rural dwellers perishes due to poor storage and low adoption level of value addition technologies.

Further, she stressed on value addition of cassava which is abundantly available in our local markets at present.

Participants were taught various food preparations practically such as tapioca cake, tapioca pitha, tapioca chips, tomato ketchup, orange squash, pineapple juice, potato papad etc. The training programme concluded with the exhibition of the food item prepared by the trainees.

 

 

‘Promote cultural tourism in NE’

ITANAGAR, Feb 27: A delegation of Sanskar Bharati North East including Sukhdev Biswas, General Secretary and Delong Padung Organising Secretary of Sanskar Bharati Arunachal Pradesh has called upon the Central Govt for promotion of cultural tourism in each state of the North East. The delegation said that Bal Vikas Kendras should be developed to expose the latent talents of children.

The  delegation which called on  Union Minister of State (Independent charge) for tourism and culture  Dr. Mahesh Sharma,  Sports and Youth Affairs Minister Sarbananda Sonowal,  Minister of State for Home Affairs Kiren Rijiju, External Affairs Minister Sushma Swaraj, Science and Technology Minister, Dr. Harsh Vardhan, Minister of State of Information and Broadcasting Rajyavardhan Rathore and BJP national president Amit Shah in a 11-point charter of demands further pleaded the Centre for provision of Corpus funds to Sanskar Bharati Arunachal Pradesh and others institutions for the upliftment of art and culture in the northeast states.

The delegation demanded the Centre for construction of cultural centres in all the eight North Eastern states with Research and Development facilities for promotion of all types of folk and classical arts of the region.

Citing the Vision-2020 documents of the Sanskar Bharati for cultural rejuvenation of the North East, the delegation also  suggested various measures for rapid cultural and economic development of the region including organisation of the festivals of North East outside the region and promotion of eco-friendly villages in each state of the North East.

 

 

Guide the youngsters: Moyong

PASIGHAT, Feb 27: The seniors should guide the younger generation about traffic rules and ill-effects of consuming drugs and other banned substances because today’s youths are easily lured by these banned substances, destroying the very flavour of the society, said Pasighat MLA Kaling Moyong while inaugurating the 14th Bogong Students Union (ABSU) Conference at Mirku on Feb 25 last.

The MLA lauded the ABK (Women Wing), East Siang unit for taking measures to lessen drunken driving accidental case and other alcoholic menace in the district. Seizing of marijuana or illegal IMFL by them as eye opener, they should be appreciated by the entire state, he added.

Meanwhile, the MLA recalled the past glory and contributions made by the senior citizens of Bogong and further asked them to follow the footprints of their forefathers to make the organization vibrant for developments of their own area, state and the nation as well. He emphasized on self employment-oriented education so that students could choose right profession in various fields after completion of education.

DDSE Tani Talom spoke in length about CCE and said that the school Management and Development Committee members should place right plan for their respective schools. All the government and private institutions should maintain infrastructures and facilities as prescribed while imparting education in the state. Parents should send their children to school and check copies regularly, he said.

ZPC Kaling Dai advised to students to be hardworking while CC(PMC) Denong Tamuk disclosed various future plans being brought by the urban bodies. (DIPRO)

Need for wider roads

Dear Editor,

It has become a common phenomenon to witness some sort of car or bike accidents in the NH-52A of our capital city which is quite fatal and heart aching. Owing to it, many innocent people have lost their lives and there are many more victims in the queue. Our NH-52 has become the most accident prone area.

Generally, we blame the reckless driving. The drivers are always targeted when an accident occurs. But that is not the fact if we ponder harder and deeper. In reality, main cause of the accident is our NH-52 A of the capital city. It’s too narrow and jammed all the time. The number of vehicles have multiplied and it will keep on increasing in days to come. But as you see, the government or the concerned authority is not taking any effective measures to solve the problems of human injury and killings by vehicles.

Therefore, through your esteemed column, I would like to appeal the concerned authority to initiate immediate actions so that more precious lives are saved. We do need better and broader road in the capital city at least.

Introduce RUSA early

Dear Editor,

I may be too early to demand the introduction of RUSA in our state, but at the meantime it is a perfect scheme to provide the job opportunity to NET/SLET/CSIR and Ph.D holders in the state  on one hand and imparting of quality and proper education to the students on the other hand.

Rashtriya Uchchtar Shiksha Abhiyan (RUSA) or National Higher Education Mission(NHEM)  is a flagship scheme of development for higher education in India which was initiated in the year 2013 by the Ministry of Human Resource Development, Government of India. It aims at providing strategic funding to higher institutions throughout the nation. Funding is provided by the Central Ministry through the state Govt. and UTs which in coordination with the Central Project Appraisal Board will be monitoring the academic, administrative and financial advancements taken under this holistic scheme. A total of 316 state public universities and 13,024 colleges will be covered under it, according to MHRD, Govt. of India.

The University Grants Commission (UGC) has a provision for routine innovation and development funding for higher education. The funds are quite adequate for centrally funded universities and colleges, which are recognised under section 12B and 2(f) of UGC Act, 1956. Unlike, other states of India of 65:35, our state has to bear only 10% of the total costs as state matching share.

As per the Directorate of Higher and Technical Education (DHTE), Government of Arunachal Pradesh, there are 22660 students enrolled against the teaching strength of only 401 in the Govt. colleges during the current academic session.  With this data, teacher- student’s ratio stands at 1:57 against the national average of 1:24.

Because of overcrowding many students have been compelled to go out of the state for higher education  while a sizeable number of students belonging to poor family have stopped studying at all. It is one reason for the low quality education in the higher education sector and at the same time it is the sole reason for unemployment of  NET/SLET/CSIR and Ph.D  holders in the state. But, if RUSA is introduced from the next academic session, there will be both employment opportunity for the qualified lot as well as proper and quality education for the students.

Start the process of Acche Din

Dear Editor,

Enough of mesmerising tall speeches, can you please show some concrete actions?

You are smart in levelling belated allegations against Mother Teresa and her works, but can you please prove your worthiness by effecting adequate care for 800 plus bereaved families and12,000 plus afflicted people hit by ongoing flu epidemic?

Even with 800 plus already dead and 12000 plus already infected and shortage of adequate medicines all around, you say, there is no need to panic! Are you saying this so casually because no one among your loved ones has fallen to or afflicted by it? Do you need to be reminded that every soul is precious and priceless for their loved ones and more so for the country. And even a single death from the commonly known epidemic should have alarmed you to raise the panic button and more so because you have sworn in the name of god and promised to protect every citizens.

You said and promised, "na khayenge,  na khaane denge" and people trusted you. But, do you need to be reminded that your complete silence in matters like enactment of strong Lokpal/Lokayukta Act & granting autonomy to CBI, bringing political funding under ambit of RTI Act, speaks volumes about contradictory ommissions and inactions to the much hyped slogan and that you are gradually loosing the trust of people? Does it also need a reminder that contrary to the slogan, citizenry are shocked to witness alleged 10,000 Crores Spygate Scam running deep in the corridors of power almost 1 year down the line undetected?

You promised Acche Din to the people of this country but once begotten the power, you are only politicking for one seat of power after another and ignoring your promised duty towards the citizenry to empower and protect them. You have not spent a penny from your MPLADS even after almost a year is gone by and besides, you have either delayed or cut back in spending which hampers development for the people. Do you need to be reminded that heart and stomach of the citizenry are not contented and satiated by repeatedly chanting the two words "Acche Din" but it will be so done by concrete actions of services, welfare activities, promotion and protection of values, as enshrined in the law of land? Almighty has destined you to be here to make your honest efforts for the Acche Din of the nation! Please remember, your sincere and honest efforts for said Dins for the citizenry will only exclusively enable the god to bestow "Acche din" for yourself too.

Dear Editor,

Kudos to Prime Minister Narendra Modi for his 25 minute speech in “Mann Ki Baat” a program targeting students who would be taking their board examinations. The speech was very inspiring and uplifting the mood of students who would be taking board examinations. Though scoring good marks is essential but only marks are not the end, it is just the beginning. Life is not a rat race where even if you win the rat race, you are still a rat. It is about applying the knowledge one learns in school/college/institutions to come up with creative/effective solutions to real life problems. Students would have already worked very hard throughout the year and now it is time they increase their momentum and try harder and give their 100% best efforts with full self-confidence and courage. And success is all yours. One remembers Walt Disney's saying "All your dreams can come true if you have the courage to pursue them."

Railway budget concentrates on investment generation

Modi’s government’s first fledged full railway budget has evoked mixed reaction. Railways minister Suresh Parbhu did not make announcement of any new train and his budget concentrated on improving passenger amenities and getting more investment. He has outlined a strategy to tap a wider range of non-Railway sources to augment investment, including setting up joint ventures with state governments, public sector undertakings that have huge investible resources and multilateral and bilateral agencies, monetizing rail assets, particularly railway stations that can be expanded and refashioned as business hubs, leveraging earnings to raise capital from the market. These are vital initiatives to enlarge the pool of investment that can be drawn into the Railways.

Railway minister also gave thrust on a five-year work programme, rather than limiting attention to the one year frame of the formal rail budget. These are welcome signs of the government treating the Railways as the commercial organization it ought to be, instead of the government department it is. Even though there is no specific announcement related to Arunachal in the budget, one hopes that Indian railways will introduce more number of goods train to connect with Naharlagun station. At present most of the goods are transported through road and this is one of the reason for high inflation in the state. Railway minister also spoke about making state government stakeholders in the development of railways. Minister also proposed to set up joint ventures with state governments for “focused project development, resource mobilization, land acquisition, project implementation and monitoring of critical rail projects. Hopefully Arunachal will gain from this idea of joint venture.
